Homeowners refund in Minnesota

Minnesota has two property tax refund programs for homeowners: the regular property tax refund and the special property refund.

The regular property tax refund is for people who own and reside in their home ("homesteaded") and meet certain income criteria. In 2008 (the 2007 filing), the limit is $93,480 for households without dependents, and it increases with family size, up to $113,880 for households with five or more dependents. [The coverage seems surprisingly wide for me.]

The special property tax refund is for people who has remain "homesteaded" for the past two years and seen a large increase in their property tax bills, for instance, if your property tax payable in 2008 have increased by more than 12 percent and is at least $100 over your 2007 property tax. (The increase must not be attributable to new improvements.) There is no limit on household income in this program.
