China's one-child policy: to change, or not to change?

China's one-child policy has hit headline news recently with inconsistent voices from different officials (and at different timings) about possible relaxation of the policy in the near future.

My interpretation from these conflicting news: Yes, China is reconsidering the policy (and with good reasons, I believe); however, it is not yet the time for the government to open that information to the public.
